Mrs. Morgan has resigned as secretary and Ms. Blaney was hired to replace her.
The minutes of the March meeting were approved.
The Treasurer's report was approved with these balances: General Fund, $53,357.48; State Fund, $160,958.36; Act 13 Checking, $48,606.16; Act 13 Money Market, $697,032.52; General Fun Money Market, $79,403; Capital Fun CD, $120,635.74.
PennDOT turnback funds of $54,120 and Liquid Fuels Funds of $54,176.48 were received.
Receipts included: Realty Transfer Tax, $1,153.15; District Court fines, $40.50; Pine Hill donation, $49.15; Earned Income Tax, $242.26; Property taxes, $3,312.36; delinquent taxes, $223.57.
Expenses included: LP gas for the municipal building, $415.50 and the equipment building, $383.03; M & T Bank, backhoe lease, $12,199.38; Havens Well drilling, $52.40 for a hydrant at the equipment building;
The bill for the new 2016 Peterbilt truck was $80,939, paid to Hunter Keystone. The truck has been delivered to Watson Diesel for some upfitting work. Watson's received permission to take the truck to the state convention in Hershey.
The committee stated that the cost of the cinder building, garage, tractor, grader, plow truck and backhoe approaches $700,000.
Estimates for work on Old Possessions Road will be presented at the May meeting.
After further consideration, the Supervisors decided to ask residents to pay for half of the requested amount for dust control; Prices will be based on 2014 cost, Basis price will be $33 per 100 feet for each resident.
Updated topographical maps are needed for the Comprehensive Plan.
The Audits submitted the 2014 audit have recommended the township acquire more file storage.
Bids will be advertised for 1/B stone and 2A stone.
The Tioga County Commissioners have requested a meeting on August 25 to meet with residents.
Mr. Tompkins asked for assistance in a litter clean-up along the township roads.
A proposed update of the floodplain ordinance was received from DCED. The township solicitor will review the ordinance. The permit officer will be named as floodplain officer.
The Act 13 Citizens Advisory Committee (Harry and Nancy Fisher, Clair Honeywell, Ron Gleckner, Carol Morgan and Maxine Shedden) reported on their meeting. A thank-you was given to those who helped with the township newsletter, especially to Lloyd Ayres who put in many hours getting them ready for mailing.
The committee has expressed concern that the money to be spent on the proposed second cinder building could best be devoted to the roads. They noted that Union and Canton townships do not have cinder buildings while Troy and Armenia townships each have one.
The committee said "We would really like to see improvement to the Township roads first before any more money is spent."
Several township residents have heard complaints about the roads in Ward Township, Deliveries by the Post Office, Fed EX, UPS, Oil/Propane trucks have not been made due to the condition of the roads. Comments have been made that the Ward Township Roads are some of the worst to travel on but they have a new Township garage and new equipment.
The Committee noted that at least nine residents travel Old Possession to go to work each day, and other residents need to be out for daily activities, including taking children to meet the school bus. They say that the road needs to be safe and passable.
One sewer permit was issued for a property on Fallbrook Valley Road.
Mr. Seachrist reported that the road ways were plowed four times and cindered four times since the March meeting. The tractor was taken to Hess Farm Equipment for work on the brakes and emergency brakes.
The crew removed ice from sluice pipes on River Road and lower Mountain Road. The wood chipper was attached to the tractor for brush cutting and chipping along Patterson Road.
The Crisis Communication Plan is being finished and revisions and corrections will be made.

The Supervisors have not yet decided on a new cinder building.
