The Ward Township Board of Supervisors held its December meeting with Chairman Ed Sheaffer and supervisors Lloyd Ayres and James Tompkins, Secretary Carol Morgan and Road Foreman Teddy Seachrist. Weather conditions were not good and freezing rain prevented most of the public from attending. Laurie Tompkins accompanied her husband and was the only member of the public present. The monthly Canton Borough fire department workers' compensation report was received and the bill paid as requested. PennDOT is restructuring its Engineering and Construction Management system. Selective insurance said there may be a rate increase for 2015 and provided a new address for compensation claims. Code Inspections issued permits for a dwelling at Brandy Run Lane and a deck at Forest Glen/ Weidman Lane. The Supervisors declined to join the Upper Pine Creek Council of Governments. Under the Road Report, Mr. Seachrist said that potholes were filled on Mountain Ridge Road; a new cutting edge was added to the snow plow on the grader; the roads were cindered six times and plowed twice; a new shoe was installed on the plow on the International; tire chains were repaired. Mr. Sheaffer will attend the next meeting of the Canton Fire Board and Mr. Tompkins will attend the Blossburg Fire meeting. The Concerned Citizens Committee met earlier in the day and Mrs. Morgan summarized their report. They are happy with the attention being paid to their concerns but they feel more cinders should be used on the roads. They inquired if the cinder building is large enough to hold enough cinders for the winter. Mr. Sheaffer indicated that another cinder building could be needed. If that proves necessary, bids could go out in the spring. The supervisors inspected the roads and found some channeling. Welch Mountain Road will need substantial work, which will be undertaken in the summer. Some spots on River Road need more gravel. When weather allows, projects will be initiated on Lower Mountain Road and Church Road. The supervisors approved and voted to advertise a tentative 2015 budget. The tax rate will remain at 2.66 mills. Mr. Tompkins suggested that closer track be kept of where the budget stands each month as to how much remains in each major category. Mr. Tompkins also is interested in producing a newsletter by the end of this year. Mrs. Tompkins offered to institute a Facebook page. The Supervisors appointed Mr. Tompkins and Mr. Ayres as voting delegates to the Tioga County Tax Collection Committee. Mrs. Morgan said there is some possibility that the Commonwealth may require a "shadow vehicle" following a mowing operation. It is recommended that the municipal building be assessed for public safety. A new floodplain map should be ready January 1 and the local floodplain ordinance reviewed. Mrs. Morgan had some Quickbooks training on November 14. Another suggestion from Mr. Tompkins was that the Supervisors, the Roadmaster, the Secretary and the Emergency Management Coordinator meet to formulate a Crisis Communication Plan to be in place should an emergency occur. The Southern Tioga School District is not contacting the township about school closings not on the official calendar. Mr. Tompkins will contact the school district.
