In other business, they talked about the hiring of two new police officers. Police Chief Tony Morelli, noted that he is hoping that a new police academy graduate from Lackawanna College and one who is about to graduate from Mansfield College will file applications so the hiring process can get started. Council is hoping that these two young men were willing to come to Troy. "The sooner the better" was the general fielding of all interested parties.
President Malehorn turned the meeting over to Borough Manager Dan Close who updated the council on the water line project on Canton Street. "We have met with contractors and hope to find out exactly where the leak is on Canton Street so it may be repaired quickly."
Other updates included noting that the Eureka Bridge is mostly completed; hydrant replacement will also be finished in July; and the Paine Street project is nearing completion with hopes that it will be finished the second week in August.
Councilman Mark Colton said that he was told of a minor problem on time with the new ARLE (red light) system in town. He said that another resident told him that a cattle truck was in the left lane to turn to Mansfield and was followed by an auto. They waited, waited, and waited. Finally the car turned into the right lane, crossed over by the Borough Building, through the Citizens Community BanK lot, and down by Moose's Munchies to turn right to go toward Mansfield. He also said even in that time, the cattle truck was still at the red light. Mr. Close will tell PennDOT of this incident.
Another question was the time which is allotted to turn on the "right" arrow. Some noted that it turns a little too quickly.
Mr. Close asked for a vote to permit him to make a resolution which will be voted on at a later date to institute a $50 fee for FEMA work. The council approved this fee. It is the same amount which is charged for Code enforcement.
"The sewer budget is in trouble. We are way over budget at this time and we have to stop the bleeding," noted Water/Sewer Chairman, Mr. Warn. The council decided to work to see if grants could be obtained and will "look hard at that portion of the 2016 budget."
There were no visitors at the meeting. The council welcomes local residents to come to the meetings and put their ideas into action.
