The minutes of the May meeting were approved with one correction. The Treasurer's report was approved with these balances: General Fund checking, $72,969.01; State Fund, $150,284.32; Act 13 Checking, $2,537.99; Act 13 Money Market, $697,906.47; General Fund Money Market, $790,416.27; Capital Fund CD, $120,635.74.
Receipts were reported, including: Realy Transfer Tax, $972.10; Earned Income Tax, $730.43; Tioga County Tax Collection, $30,683.11, less $522 or $2.25 per each of 232 bills; State Police fines, $483.88; Delinquent Taxes, $391.83.
Bills paid included: Road Closed signs from Bradco Supply, $863.20; Forbes Overhead Doors $348; LeRoy Quarry, $600.75; Cross Excavating, $6,717.96; Blossburg Vol. Fire Department, $8,836.20; Five Star Equipment, $654.20 for grader repair; S. Andrulonis Enterprises, $2,659; Tables, coat rack, shelving, $305.05 from Wal-Mart.
Larson Design Group will conduct a safety inspection at the Chase's Mill bridge in July or August.
Material was hauled to several roads and some roads have been graded, including Lower Mountain Road to Chase Hill, Old Possessions, Welch Mountain to Fellows Creek.
Filters and a spark plug were replaced in the trash pump for the water truck.
The block near the Fisher property on Lower Mountain Road was reset.
The township building was cleaned up.
Mr. Seachrist said that all roads will be graded as soon as able.
A resident of Old Possessions thanked the township for addressing the road. "It is passable and drivable. We appreciate it and hope it was only the beginning." Another said, "It is still passable, but there is more to do. It is starting to wash, because there are no gutters." Mr. Tompkins pointed out that "Maintenance is not a 'one and one' thing," but must be addressed continually.
He continued, "The roads we have all could use gravel." Work must be done on drains and pipes in several places, and the estimated cost of gravel to do all roads is $1.3 million.
Claire Honeywell thanked the Supervisors for fixing the road near her driveway, There is a washout at Dorsey Road. Mr. Sheaffer noted the respectful tone and nature of the discussion on roads and said, "It is nice we are communicating. We appreciate it."
The final draft of the floodplain ordinance will be advertised to be adopted at the July meeting.
The Emergency Management Committee will meet to resolve some issues. The plan should be ready for submission at the next meeting.
Thirty residents have requested extra dust oil, covering 5,50 feet. Cost received is $1,694. The contractor will do private drives but the owners must make those arrangements.
The township will advertise for bids for the new cinder building. In response to some criticism from the public that a second such building was unnecessary, Mr. Sheaffer said, "Other townships may have only one building, but it is three times larger than ours." Mr. Seachrist said that without the building to keep the weather from the cinders, it will be very difficult and time-consuming to provide adequate cinders." Mr. Sheaffer said, "We can't get them out if they are frozen." Mr. Tompkins said, "The money for the building has accumulated and we have nearly $80,000 set aside in the general money market." He said that with the building, "If the guys have to get up at 4 am, they won't have to spend time thawing cinders instead of plowing."
Mr. Tompkins said that a Long Range Plan could have resolve some issues, such as the cinder building. Mr. Sheaffer also said that the road crew will begin snowplowing earlier than in the past. "We used to wait until it was done snowing, but with the traffic we have of people going to work at 4 am, it is already packed down, so we will get out there before then."
June 15 is the tentative date for oil and chip on Lower Mountain road, weather permitting. The road will be closed all day, so alternative routes should be used. Six loads of stone were delivered today.
Mr. Seachrist said road signs to replace those that are missing have been delivered and will be installed after the grading is done.
