The minutes of the April meeting were read and approved.
The Treasurer's Report was approved with these balances: General Fund checking, $76,797.01; Impact Fee, $155,012.85; Debit Account, $1,154.92; Jumbo CD, $201.375; PLGIT (state fund), $51,113.83.
At a cost of $68,932, the township purchased a used 2003 International 4-wheel drive dump truck, formerly owned by Ward Township. The overhang will be removed but the box will be retained. The truck was paid for using $43,932 in Impact Fee funds and $25,000 in state highway funds.
The Quick Books payroll software was purchased at a cost of $449.
Mr. Miosi attended the state PSATS (Pennsylvania Association of Township Supervisors) conference and reported it was "very good," especially the information on storage sheds.
Mr. Tomlinson said that he has to provide some more data to the auditors who are working on clearing out the Township's audit backlog.
Thomas Dunn completed work on the water upgrade at the township building at a cost of $679. Mr. Dunn, He installed a water tank inside the building and a frost-proof hydrant outside. "He did a heck of a job," Mr. Tomlinson said.
A short time ago the Supervisors expanded the Ag Security Area to include the new Shedden barn. Mr. Tomlinson said that the township may have to advertise in case others may want to join the Ag Security Area. He will check with the county.
A rough calculation shows that 3,800 gallons of dust oil should be sufficient to provide coverage for the residences in the township. This would cost about $5,600. Last year chloride was used for dust control, in two applications, at a cost of about $9,000. The supervisors voted to use dust oil and to provide this (12 foot wide strip) at no charge to the residents. Impact Fees will be used to cover the expense.
The supervisors voted to hire Tommy Williams to mow the lawn at the township building at $25 per time.
On April 18 the Supervisors conducted their road inspection. "No real bad areas" were found. Paperwork is being completed for a Dirt & Gravel Road project for a area on Rockwell Road where springs come up in the road. This project will be submitted for next year.
Lilley Hill Road is this year's Dirt & Gravel Road project. It has been remeasured.
The township has rented a roller but may have to rent it again in order to use it on Lilley Hill. "There's lots of ditch work and grading to be done before we get the roller on it," Mr. Tomlinson said. It was noted that the Township's most recent Dirt & Gravel Road project, Cider Mill Road, was done about ten years ago, and "It's the best road in the township."
The township has filled in low spots on Bolt Road. Mr. Kirby said three loads of material was added to Carbon Run. Material will be needed on Clark Road. Bonney Road, Rockwell Road and Clark road will be done as soon as possible.
The Supervisors have received several positive comments on the condition of the roads. There have been remarks about the dust. "It would be nice to get some rain," one of the Supervisors mentioned. Mr. Kirby said that while they were working on the road a car passed and threw up so much dust "we couldn't see fifty feet" and had to wait for it to clear before resuming work. The dust control will be undertaken as quickly as feasible.
Mr. Miosi reported that the Fire Department Board met. The Relief Association will replace the "jaws of life" tool. Overall, the department was under its budget projection for expenses last year.
A subdivision request was approved for Kevin Seifert.
The state has disclosed plans to replace the bridge on Route 414 near the Pump and Pantry in LeRoy Township.
The Supervisors voted to approve payment of the bills.
