The minutes of the March meeting were approved and the Treasurer's report approved with these balances: General Fund, $67,232.20; Impact Fee, $187,282.83; Debit Account, $1,603.92; Jumbo CD, $201,102.27; 1-year CD, $11,638.87; PLGIT, State Fund, $77,107.03. The state fund includes the Liquid Fuels payment of $50,187.88 and the turnback fee for LeRoy Mountain Road of $14,160.
Mr. Tomlinson said that the state account was reimbursed with $456 from the general fund for holiday pay, for which liquid fuels funds may not be used.
Ward Township is purchasing a new truck and has traded in its present four-wheel drive dump truck, which is at Watson Diesel. LeRoy Township is interested in acquiring the truck, which is available at the Co-Stars price so bidding is not necessary. The truck is to be ready for resale shortly and the Supervisors tonight voted to purchase the truck, contingent on the price. The supervisors will look the truck over before making the final purchase. There is some uncertainty if the price includes a snowplow or not.
Mr. Tomlinson suggests paying for the truck using the one-year CD, about $25,000 in liquid fuels funds and the remainder from the Impact Fee account.
LeRoy Township was without auditors for several years but new auditors began work this January and have been auditing the years since 2008. Mr. Tomlinson has been providing the information and says that he thinks they have everything they need for the years through 2014.
The Quickbooks software has been upgraded and is licensed for the next three years.
Verbal quotes were obtained to work on the water lines at the Township Building. The lower quote was $700 from Thomas Dunn. The Supervisors voted to do the work, provided the price is verified. The township will assist with the digging.
The Supervisors and citizens have noticed some potholes. Mr. Tomlinson said "there are a lot of them, and more than normal." He said when the frost goes out and the roads dry up, the potholes will be addressed. He said, "We have to give credit to the public, They are very understanding."
When the roads are able to be worked the township will rent a roller. This is expected to be around the end of April.
Dust Control was discussed. A cost estimate was received through PennDOT, but this is for a 16' wide band, and the Supervisors favor a narrower 12' band, which would kept the dust down on the main cartway but would be less expensive. The Supervisors also favor dressing those areas in front of residences rather than the full length of roads. A count of residences will be made. Dust oil is preferred over calcium. The costs will be reworked and a decision made perhaps at the May meeting.
The Bradford County Sanitation Committee notified the Supervisors of a property on Windfall Road for which there is no apparent record of a sewage system. It is thought to be a seasonal cabin, not presently occupied. Mr. Krise announced he had been named to the Sanitation Committee Board of Directors.
The Supervisors and Road Foreman Butch May plan to attend the Open House at Watson Diesel on April 15.
The Supervisors voted to pay the bills as presented.
Spring Clean-Up Day for Township residents will be April 18.

At the reorganization meeting in January, Mr. May was named Road Foreman and Ron Kirby and Ray House as roadmen. Ron Chaapel had worked for the township in that capacity in recent years and the Supervisors voted to add him to the list of employees at $13.75 per hour.
