The minutes of the February meeting were approved and the Treasurer's report approved with these balances: State Fund PLGIT, $13,054.86; Impact Fee, $187,259.74; Debit Acct., $1,133.87; One-Year CD, $11,634.57; General Fund, $78,284.78; Jumbo CD, $201,102,27,
In addition, Mr. Tomlinson reported that the PennDOT Turnback payment for LeRoy Mountain Road ($14,160) and the Liquid Fuels payment ($50,187.88) were received today, so are not included in the balances reported.
One major expense was $2,154 as the Township's assessment for the Bradford County Sanitation Committee.
Diesel fuel expense is up from last year due to higher cost and greater use.
The Township is considering purchasing a used truck currently owned by Ward Township. However, Mr. Tomlinson said that they have looked at the truck but LeRoy has not yet made a decision. One factor is the possibility that the truck may have gone off the road and may have suffered some damage. This possibility will be checked.
A new plow, which is compatible with the Ward truck, has been delivered. A new auger will be needed on the cinder spreader that the township plans to use with the truck.
The truck Ward intends to use as a replacement for the truck in question is expected to be delivered in a few weeks so it is expected to be at least three weeks before it is in service. At that time the used truck will be available.
Spring Clean-Up for LeRoy Township will be April 18, and residents are allowed to drop off up to four tires free of charge. Some residents have inquired if Leroy could start a recycling program, but Mr. Krise noted that the East Canton Church already has a monthly recycling program which is open to everyone. "We don't want to do if [the church] is," he said. "They are already set up and there is no sense duplicating [it] when it [already] is so close by."
Because the 2012 version of Quick Books will not be supported after May 31, the Township voted to upgrade to the 2015 version at a cost of $229 plus $449 for upgrades for three years. "We must keep up-to-date with the latest changes," Mr. Krise noted.
The Township formally accepted the new Alcohol and Drug testing program as arranged by the Council of Governments. There will be a $200 annual fee.
The "frost-free" hydrant outside of the township building has frozen so the Supervisors are looking to dig the line up and move the hydrant inside the building. The cost will be determined and a decision made next month.
The Supervisors and road Foreman Butch May will attend an Open House at the new Watson Diesel Building.
The Supervisors also were invited to the Western Alliance Emergency Services "mixer" on March 11.
The Supervisors voted to adopt the Bradford County Hazard Mitigation Plan. Mr. Miller recommended this as the best course of action and simpler than devising and adopting a plan of their own.
Mr. Miosi reported that the Canton Fire Department will be starting its annual preventative maintenance program. The department seems to be in accordance with its budgeted figures.
Mr. Tomlinson said that the Township Auditors have been working on 2009 and will next begin 2010. "They are not quite there yet," Mr. Tomlinson said, but indicated the auditors were making good progress in catching up the audits that have been undone since 2008. He said he was encouraged by the knowledge the auditors have shown.
Mr. Miosi said the COG heard a presentation from the North Central PA Tobacco Coalition, which will provide at no cost "Young Lungs At Work" signs for smoke-free areas such as parks. The Supervisors will pass this on to the LeRoy Community Association, which owns the building and the property. "We are not comfortable getting involved since this is not our building," Mr. Krise said.
A DCNR 50/50 grant is available for parks and recreation.
There was no road report due to the absence of Mr. May, although the Supervisors joked that if the weather forecast is accurate, "He is likely to be out [on the roads] tomorrow by the sound of it."
Mr. Tomlinson said that a spring has caused some heaving on Rockwell Road,so Mr. May took the backhoe there and dug out some ice so the water could run off. Mr. May also took care of a similar area on LeRoy Mountain Road.
The road grader has been used to push back the snow drifts from the road shoulders.
Some highway training classes will be held in the Athens area. Mr. May will be asked if he wants to attend classes on drainage, work zones, or signs and safety.
The supervisors voted to pay the bills as presented.
