The Minutes of the July 6, 2015 meeting were read and approved.
The treasurers report was given with these balances: General Fund checking, $82,398.25; Impact account, $272,491.63; General Fund debit account, $1,099.01; Lilley Hill account (Dirt & gravel Road), $53,683.23; Jumbo CD, $201,651.13; State Fund PLGIT, $43,162.82.
Under audit business, John Brenchley was present and submitted his resignation as an elected auditor due to his accepting another employment position. He recommended that we hire the firm of Allen Rogers and Osgood to help complete retroactive updates in Quickbooks and then help get the DCED forms completed at a cost not to exceed $2000. The Supervisors approved a motion to accomplish this goal.
The Lilley Hill project is progressing nicely. New environmentally friendly ditch bank profiles have been established. The road profile has been raised and several new sluices have been installed. The legal ads for DSA material have been submitted and will be reviewed at the September meeting.
A State Auditor reviewed the accounts on July 14th & 15th to cover the years 2012 & 2013. It appears the township accounts were approved with one minor observation. The auditor said that the township did not need to run Liquid Fuels money (received from the County) through our Liquid Fuels account. The final report may be ready by the next meeting.
The Township leased a used 66” Dynapac roller from Stephenson Equipment for $1900 per month for use on the Lilley Hill project. There is an option to buy the unit with any lease money being applied to the purchase price of $49,500.00 (if the township so desires). Mr. Miosi suggested waiting until next meeting to see how the roller performs.
A notice was received from Bradford County Conservation District about a “Saddle Swamp” expansion storm water discharge permit.
For the 2016 Dirt & Gravel project year the upper section of Rockwell Road received a 7 rating, while the lower section received an 18 rating.
National Incident Management System (NIMS) report training will be held Bradford County EMA office.
Under the Road Report: LeRoy Mountain Road was re-graded and rolled in rough spots. Lilley Hill project is ongoing and in full throttle.
