The Junior Council Person Program is an opportunity to get the youth of boroughs to participate in the governing process. The Pennsylvania State Association of Boroughs believes that outreach to both the community and its youth are necessary steps for boroughs to prepare for the future.
Boroughs that have been part of this program have had terrific results and have been exposed to new opportunities that a youthful perspective can provide in restoring energy to the governing process. Junior Council Persons affirm a bond with their neighbors that has a significant positive effect.
The program was established in Wesleyville Borough in 1999.
Under the Junior Council program, Jessica pledges to attend Council meetings and actively participate in Borough business. She cannot vote and cannot attend Executive Sessions.
