The minutes of the August meeting were approved.
The treasurer's report was approved with these balances: General Fund, $61,281.30; Liquid Fuels, $121,868.39; EZ Access CD, $75,696.60; 36-month Fixed CD, $50,671.37; Impact Fee/Capital Reserve, $289,861.57; Fire Escrow Insurance, $17,900.40; Towanda Creek Watershed, $5.
Mr. Petrowski reported that the new excavator is in service and has been working "beautifully" and the other equipment is "working great." Tar & Chip work will begin September 9 on Van Dyke Road, Buchanan Road, Wight and Dauber Road. Road oil work and includes Brague Road, Alba Mountain Road, Newell Road, Cost of the oil ($84,481) will be paid from liquid fuels, as will about $29,000 worth of material. The rest of the cost for reclaiming the hard surface roads will be paid through the Impact Fee account, as will the stone and the roller and chipper work.
Mr. Petrowski said he was hoping for cooler weather and some rain before the chipping. It was so hot that water had to be put on the recent cold patch because it was bubbling. If conditions warrant the tar & chip may have to be watered.
The work is being done at the Co-Stars price, so the equipment cost must be paid from the Impact Fee. If the project had been bid the entire amount could be covered under liquid fuels. Next year, the township plans to bid the work to be done.
Steer cylinders on the trucks have been repaired. The injector pump on the roller has gone bad.
After the tar & chip work is finished, the crew will do ditch work on Ward Hill Road. Some bad spots on various roads will be filled and fixed and ditches cleaned in anticipation of winter.
A property owner on Rhodes Road at the Lake Hill end says that the road bed has been shifted four to six feet toward his property. Mr. Petrowski recommended that PennDOT be contacted to do a survey to determine the exact location of where the road should be.
American Rock Salt is the provider for highway salt in Bradford County next year at a cost of $65.23 per ton.
The township has hired Matt Clark and Matt Ward to install the playground equipment at Minnequa Springs. The tentative date for completion is October 31, 2015. Mr. Clark has finished the signs and will install them as well.
The insurance policy was adjusted to reflect the purchase of the excavator and trailer.
The Navones are making progress on cleaning up their property but some work remains to be done. The Solicitor will be authorized to send violation letters for the Spencer and Parks properties off Rt. 14 south of Cedar Ledge.
The township will sell its tar buggy and chipper bar on Municibids.
The Supervisors approved the name "Hidden View Lane" off Cleverly Road for the Brian and Jeana LaMont property. There is no conflict with the 911 system.
A road maintenance agreement will be needed for IMG Midstream, which plans to start some work behind the Marvin Groff property on September 8. They plan to transport dozers, tractor-trailers, excavators, rollers and some 230 to 240 loads of stone.
The LeRoy Quarry has announced its 2RC aggregate now is state-approved.
A construction permit was issued for Jim Fitch on Alba Mountain Road for a framed 24x32 two story.
The Supervisors had no adverse comments on a subdivision request from Gauge Rockwell on Lake Hill Road for two lots next to Borough Authority and Summers properties.
