The minutes of the July meeting were approved.
Mrs. Deeghan submitted her report, including collections of $1,597.26.
The Supervisors unanimously approved an ordinance under the Local Government Unit Debt Act for a loan through PennVest for additional funding for the Canton Borough Authority wastewater treatment plant upgrade project in the amount of $582.112.75, which is the township's share (6.56%) of the additional amount borrowed.
The Township is the legal guarantor of its share of the amount, and Canton Borough is guarantor of the remaining 93.44%. Mr. Ferguson and Ms. Blaney signed the relevant documents after the meeting.
The treasurer's report was approved with these balances: General Fund, $77,556.52; Liquid Fuels, $169,274.58; EZ Access CD, $75,683.74; 36-month fixed rate CD, $50,671.37; Impact Fund/Capital Reserve, $371,163.45 (this includes the recent Impact Fee allocation of $305,463.67 from the Commonwealth); Fire Escrow/Insurance, $9,900.40; Towanda Creek Watershed, $5.
A list of signs to be replaced was submitted to the County Planning office. The signs at the entrances of the township were not included. Mr. McMurray said that some of the township signs were not done well, and if abbreviations had been used the signs would have been smaller and thus held up better in the wind.
With the lessening of gas drilling activity, and because Mr. Petrowski said "[dealings with the gas companies] have been going well lately," the Supervisors decided not to renew its engineering contract with Bassett Engineering, which called for a $1,500 retainer.
The township had submitted three projects to the Conservation District under the Dirt & Gravel Roads program. The Barnes Hill project rated #10 in the district. If money remains after the higher-ranking projects are done, Barnes Hill will receive funding in next year's cycle. Glory Barn Road projects ranked 17th and 21st and are unlikely to be taken up in the present funding cycle.
The township paid a total of $605 in additional workers' compensation premiums for 2014 and 2015, based on the actual audit numbers, which were higher than projections.
The township received a certificate for its participation in the "Young Lungs at Play" initiative. The signs are posted at Minnequa Springs Park.
FEMA approved the township's Hazard Mitigation Plan.
County Planner Ray Stolinas announced his intention to resign to accept a position elsewhere in Pennsylvania.
Mike Spohler of Midland Asphalt was a guest. He explained his company's quote for "full depth restoration" and other road surfacing projects in the township. Mr. Petrowski had obtained a quote from Vestal Asphalt for the same materials and same work that at first was thought to be about $17,000 less than the Midland quote. However, as the submissions were compared and recalculated, (including deducting the section of Alba Mountain Road in Alba Borough), using local trucks and some township equipment, Midland's quote was only $2,176.52 higher. Work includes triple coat on Buchanan, VanDyke, Wight and Dauber Roads, a single coat on Newell, Alba Mountain and Brague Road and grinding on Glory Barn, Van Dyke and Dauber. After some discussion, the Supervisors decided to have Midland. do the work. The work is expected to begin August 19. Ms. Blaney said she will make sure that the Co-Stars prices contained in the quote may be covered with Liquid Fuels funds.
The Supervisors and Mr. Petrowski agreed it would be best if next year's road work program were undertaken earlier rather than waiting until August. Mr. Ferguson said that he would prefer to let the work out for bid rather than working through Co-Stars.
The playground equipment for Minnequa Springs Park (swings, teeter-totter, spring riders, climbing dome, etc.) has been delivered. The Supervisors will hire someone to install the equipment as the road crew is too busy.
The Supervisors had no adverse comments on a subdivision request for the Herbert & Sherra Morgan property at DeMorgan Acres.
A thank-you note was received from the Green Free Library for a donation of $1,000.
The sides of Graham Road have been trimmed
Construction permits were issued for Frank & Alicia Jennings for an addition on full basement; Tina & Robert Wilber for an attached garage; Good View Farm for an agricultural structure; Crown Castle for cellphone tower/cabinets.
These gas-related items were received: Chesapeake permit application to drill Engelke Development LLC in Troy Township; Chief Oil & Gas application to drill J. Brown Unit 2H in Troy Township.
The Supervisors authorized Ms. Blaney to attend a workshop on the Sunshine and Right-To-Know Laws, to be held at Athens Township on September 22. Cost is $30.
Bradco Supply is holding a Customer Appreciation Day on September 10. Township officials who wish to attend are to RSVP by August 10.
