The minutes of the February meeting were approved.
Two visitors, Duane Haight and Alan Hoover, whose homes are on Dauber Road in the Chesterfield Estates, wanted to comment on the Supervisors' plans for tar & chipping roads later this year. They asked that Dauber Road be included in the list for tar & chipping.
Mr. Ferguson said that no final decision has been made as to which roads will be done. "We like to do those most heavily traveled," and he added that some of the roads have been done by the gas companies.
Mr. Haight said the big issue with the road is the dust. Mr. Petrowski said for that to be successful, Dauber Road would have to be blacktopped before tar & chipping, because "there's too much wasted money putting tar & chip on dirt."
Mr. Haight said, "We have a pretty high density of population [on Dauber Road] and we also have concerns about speeders."
Mr. McMurray and Mr. Ferguson said that the township would try to do the dust oil control earlier this year than last year.
Mr. Petrowski said that one problem the township has experienced is that motorists fail to let the oil set overnight before they drive on it. He also said a new type of "stabilized gravel" has been working well. "We will have to do that before applying tar & chips - on dirt, it won't work, it'll be a waste of money," he said.
Two bid openings for cinders and diesel fuel were scheduled for tonight's meeting. Only one bid was received for cinders, $20.25 per ton from Matthews Trucking. The Supervisors voted to accept that bid.
There also was only one bidder for diesel fuel, Williams Oil, $2.3411 per gallon delivered, $2.1765 at the plant. The Supervisors voted to accept the bid.
The Treasurer's Report was approved with these balances: General Fund, $75,496.04; Liquid Fuels, $47,604.30; EZ Access CD, $50,627.72; 36-month fixed CD, $50,520.94; Impact Fee/Capital Reserve, $77,957.42; Fire Escrow Insurance, $9,900.40; Towanda Creek Watershed, $5.00.
Notice was received that the
Township will receive $133,248. 83 in liquid fuels funds and $26,520 in turnback payments.
It was suggested that $25,000 be deposited in an EZ Access CD, and Ms. Blaney asked the Supervisors to consider doing another CD with the next Impact Fee payment or a with a big tax payment.
Mr. Petrowski gave the road report. "It's been snowing," he chuckled. "The roads are holding up nice." He hopes to do some spots on Upper Mountain Road and stabilize spots on Owens and McFadden Roads.
He said the trucks were holding together although there us a cracked housing on the Volvo. The part has been delivered and it will be fixed when the truck can be freed up. There are some issues with the plow frame on the smaller truck. He said they will have to "start thinking about a new plow for the Volvo. Fifteen years of plowing has taken its toll on the plow." New chains will be needed for the grader. The lowest price Mr. Petrowski has found is $518 from Chemung Supply.
260 tons of road salt was ordered this year and next year's order will be increased to 300 tons.
The Supervisors decided not to make a donation to the Troy Sale Barn. Mr. Smith said, "We turned down [a donation request from] Rekindle the Spirit. If anyone, we should donate to them." Mr. McMurray agreed and said that there are many good causes seeing donations, but the Township should give preference to those in the township or Canton Borough.
The township voted to pay $3,520.50 as its assessment for the Bradford County Sanitation Committee.
Mr. Petrowski and Assistant Foreman Cale Holmes will be sent to training for the Dirt & Gravel Road Program in Williamsport on June 16 and 17. There also will be a Dirt & Gravel update meeting at the Stoll Center in Wysox
The Supervisors voted to adopt the Bradford County Hazard Mitigation Plan. Mr. Miller had recommended this course of action as preferable to developing the township's own plan.
Mr. Ferguson reported that the North Central Pennsylvania Anti-Tobacco Coalition made a presentation at the West Bradford Council of Governments meeting, encouraging the use of 'no smoking' signs denoting "Young Lungs at Play" at parks. The township will apply for signs for the Minnequa Springs park. Mr. Petrowski commented that this would be a good thing for the park.
Selective Insurance sent a Workers Compensation Medical Provider Panel Kit to be used in case of an injury.
The Real Estate bills will cost 15¢ each through the County Assessment Office. This is the same price as last year.
PennDOT provided information about some 2015 construction projects, including seal coating and resurfacing Rt. 154 from the Sullivan County line to Canton; the Windfall Road from Alba to Granville; and Route 414 from South Avenue in Canton.
The Conservation District authorized the notice of intent for NPDES permit for stormwater discharges associated with construction activities from the Beaver Dam Energy facility (Groff property) to Towanda Creek.
The Supervisors were invited to "A Night of Food and Fun" for Western Alliance Emergency Services at the Troy Fire Hall on April 11.
The Northern Tier Summit for Municipal Officials will be on March 25 at the Wysox Fire Hall.
Several assessment reports were received.
Construction permits were received for a pole barn, shed and generator for Dave Ward on Buck Run Road and for a group home on Lloyd Street for Martha Lloyd.
Gas-related correspondence included well permit notification for PA General Energy Co. LLC for Ogdensburg Gun Club Pad A and for Chesapeake for permit renewal for Fred Bra 3H.
In compliance with a request from the Election Board, the Supervisors will purchase a new microwave oven for the municipal building. This is used by the election officers on election days.
