The minutes of the April meeting were approved.
There were visitors from CAT Cleveland and Warner Tractor, explaining quotes for a mini-excavator that the township had expressed interest in; and also for a trailer to be used for transport. Other companies submitted quote packages but did not have representatives at the meeting.
A summary of the quotes:
• Medico Industries: option #1 $160,979.00 with options and discounts $125,100.00
Option #2 $158,139.00 with option and discounts $150,023.00
Both options to include flail head mower and coupler: $24,764.00
• CAT Cleveland Brothers: $148,662.00 with $25,560 RT 30 roto tilt attachment, $174,222.00 with buzz bar tree limb cutter
• Warner Tractor: $90,750.00 with standard and options $50,150 including circular saw head, piston motor and high pressure kit $140,855.00
• Stephenson Equipment (SEI): $97,294.00 with options and discounts $89,380.40 need to include $17,808.00 diamond head mower attachment $107,188.40
The Supervisors did not make a decision at tonight's meeting but will consider the quotes with an eye to making the purchase at next month's meeting.
These quotes were received for a 20’ deck length 20-ton with beavertail loadboy trailer are:
CAT Cleveland Brothers: $17,648.00
Warner Tractor: $18,860.00
SEI: $19,000.00.
The Canton Township will purchase the trailer from CAT at the Co-Stars price of $17,648.
Gravel bids were opened. The township accepted a bid from Glenn O. Hawbacker for 2 RC at $5.00 per ton, at the Canton plant; and from Hawbacker for 2A stone at $9.00 per ton at the plant.
A lease agreement was approved between the township and Mr. Ferguson for the lease of tractor to be used for mowing along the state roads under the Agility agreement with PennDOT.
The treasurer's report was approved with these balances: General Fund, $69,561.31; State Liquid Fuels, $182,406.81; EZ Access CD, $75,645.60; 36-Month Fixed CD, $50,595.68; Impact Fund, Capital Reserve, $77,963.93; Fire Escrow Insurance, $9,900.40; Towanda Creek Watershed, $5.
Talisman met with Mr. Petrowski and provided a list of authorized water haulers from Alba Mountain and the Hoover well pads. An agreement was reached for Talisman to fix the bases of Alba Mountain Road and Newell Roads. The township will provide seal coating.
The Supervisors voted to accept an estimate from Midland for seal coating Alba Mountain Road, Newell Road, McMurray Road to the top of the hill, 500 feet of Van Dyke Road, Dauber Road, Cleverly Road past the Good barn.
The Agility program will oil Graham and Upper Mountain Roads.
Mr. Petrowski said that he believes 100 tons of cold patch will be adequate for the township's needs; and 500 tons of stabilized gravel for use on the "Hogback" section of Brague Road, Ward Hill Road, Glory Barn Road to Seeley Road, and intersections at Rhodes Road, Mae Case Road and others.
Ms. Blaney provided information on playground equipment for the Minnequa Springs Park. After considerable discussion and several suggestions from the Supervisors, they voted to authorize Ms. Blaney to order (up to a $15,000 limit) playground equipment including a teeter-totter, spring toy animals, a climbing area and a slide, as well as ground cover options. The liability insurance premium for the township will not increase by an appreciable amount.
The township accepted the renewal of the insurance package from Selective Insurance through MC Insurance of Troy. The premium breaks down as follows: $10,959 commercial package, $4,410 worker's compensation, total of $15,369. This is a slight decrease over the 2014 package cost of $15,985.
The township voted to hire Kim Manley to clean the municipal building prior to the elections, at a cost of $50 per session.
None of the Supervisors plan to attend the Bradford County Township Officers Association meeting at the Ulster Fire Hall.
The 21st annual Tioga-Bradford Equipment Show will be held August 27 at Alparon Park in Troy.
A thank you was received from Prentice and Marge Baumunk for sweeping Preston Road. "We are fortunate to have such good supervisors and workers," the note read.
Several assessment changes were reported and construction permits for a generator at the Stacy Ferguson property, Canale Lane; a pole building at the Craig Parker property; and a new deck for Kimberly Brown, Beech Flats Road.
Occupancy certificates were issued for Barb Conrad, Sachem Lane; and David Ward, for a generator and light manufacturing building.
The Bradford Co Sanitation Committee received a planning waiver and non-building declaration for the Thomas & Sally Roe/Trula Haflett/Martin Brown subdivision.
