The minutes of the January meeting were approved.
There was one visitor, Joe Saxe from the PennDOT office in Towanda, who informed the Supervisors that 3,800 gallons of oil remains to be used from the tar and chip work done last year under the Agility program. Under the Agility work plan, PennDOT did tar & chip coatings on some township roads and the township mowed along certain state roads. The oil remaining from the swap of services will be used this year. After some discussion the Supervisors decided the oil will be used on Beech Flats Road to give a double coat to protect the resurfacing done last year. The Supervisors voted to renew the Agility Program for a five year term. Mr. Saxe said the program can be extended for an additional three years if desired, without going through Harrisburg.
Brague Road, Graham Road and perhaps a section of Newell Road may be done next year under the new work plan for the renewed Agility Program. Mr. Saxe will prepare a new work plan.
The treasurer's report was approved with these balances: General Fund, $12,704.06; Liquid Fuels, $55,527.97; EZ Access CD, $50,619.95; 36-Month Fixed CD, $50,520.94; Impact Fee/Capital Reserve, $77,954.43; Fire Escrow Insurance, $9,990.40; Towanda Creek Watershed, $5,00.
Ms. Blaney said that about $6,000 has to be reimbursed from the liquid fuels account for the general fund. About $5,000 will be paid to Canton Borough for the township's share of the workers' compensation for the Canton Fire Department.
The Supervisors voted to advertise for bids for 1,000 tons more or less of cinders; 1B stone, and fuel oil.
Additional salt was ordered under the current contract to bring the total up to about 260 tons. The township may order 300 tons for next year. They may take 40% more than the contract amount.
The Supervisors signed an agreement with American Drug & Alcohol Diagnostics at a $200 annual fee.
Code Inspections, Inc. indicated an intention to dispose of residential building plans from the years 2004 to 2009. The Supervisors decided to take these records and keep them on file.
The Supervisors had no objections to a request from the County Planning office to add a new private drive, Groff Lane, into the Groff well pad and Beaver Dam Energy, LLC.
Canton Township's application for the Dirt & Gravel Road program was not ranked so it will not be included in the Conservation District program this year. Application will be made in next year's round.
Penn DOT informed the township of plans to rehabilitate the bridge on the Grover Road this spring. The work to replace the deck and barrier will take about six weeks.
A list of assessment changes was received from Bradford County.
An occupancy permit was received for a sun room at the Charles & Becky Castle home on Sunset Road.
Preliminary approval was given for a subdivision request for the Canton Mennonite Church.
Chesapeake renewed several permits.
The township tabled a request from the Troy Sale Barn for a monetary donation. The Supervisors indicated it was a worthwhile project but noted they had turned down a funding request from Rekindle the Spirit last year. "How can we give to anyone else," Mr. McMurray said. "If we donate anywhere it should be in [Canton] township or borough."
