The minutes of the October meeting were approved and the bills accepted for payment.

Mrs. Seeley provided balance sheets and other financial information to Council. Council approved Ordinance No. 574 which allows the Canton Area School District the authority to hire and oversee school crossing guards.
Mrs. Seeley said that Council will have to set an exemption schedule and determine which areas would be eligible for the tax abatement. A public hearing will be scheduled for 6:30 pm before Council's regular December 8 meeting.
Last month Mrs. Seeley provided a Rental Inspection Ordinance from Northumberland Borough, and tonight gave them one from Wyomissing, which she described as "short and sweet." She and Mr. Brann will combine the ordinances for review and will ask Council if they want such an ordinance or not.
Council approved a resolution authorizing the Junior Council Person program and appointed Jessica Pavey to the position. (see article on this page).
Mrs. Seeley attended the PSAB Fall Leadership Conference in Gettysburg. Topics included sink holes and mutual aid agreements.
PennDOT plans a Rt. 414 project from Little Street in Canton Borough east to Franklindale in its 2016 program.
The Chamber of Commerce will hold "Light Night" on November 28, with Santa arriving at 7 pm. The community Christmas decorations will be illuminated that night and there will be activities in the former Burk's store. There will be caroling by the Alba Church Choir.
On November 29 the Chamber will hold "Small Business Saturday," with sales and promotions, giveaways and other attractions. There will be two free showings in 3D of the Cirque de Soliel "Worlds Away" show at the Rialto Theatre.
The Canton Chamber Christmas Raffle will return this year, with many fine prizes. Tickets are on sale at many locations.
Police Chief Seeley reported that the department handled 74 incidents in October, and 30 of them related to the vandalism spree on October 11 and 12. The Chief thanked the victims for their cooperation in the investigation and added, "We would like to bring [the vandals] to justice." A preliminary arraignment was held and the charges were waived to County Court. "We are prosecuting as many charges as we can," Chief Seeley told Council.
Mr. Bastion gave the Street Report. Leaf pickup will run through November 21. Quotes will be sought for a new truck to replace the Dodge. 50 tons of road salt have been delivered.
Mr. Jannone thanked the fire department for inviting Council to the Innes Hose Co. annual banquet. Sgt. Trey Kurtz was recognized for turning in the alarm for the fatal fire in Troy and for gallant efforts to rescue the victims. Mr. Jannone also said that the fire company is "on track" with its budget.
The furnace in the Green Free Library is not functioning and the library is closed until repairs can be made.
Forms have been submitted for "Storm Ready" designation for Canton Borough.
Council voted to exonerate tax collector Gary Gleckner from collecting $810 in 2014 Occupation Taxes.
Mrs. Seeley provided a tentative budget with no tax increase, although the millage will be adjusted slightly to add some to the fire tax and reduce the level of street lighting tax. The Fire contract is expected to be the same amount as last year.
The budget includes a third fulltime police officer, and new zoom camera for the downtown area.
Council voted to advertise the budget and also voted to fix the tax rate for 2015 at the same overall level as 2014.
Mrs. Seeley said that the War Memorial Pool lost $26,296 last season.
Council held an executive session after the meeting to discuss legal matters. No action was taken.
