There were some visitor comments. Dan Bastion asked if Douglas Road could be prepped as an alternate route for residents to get off the mountain in lieu of the Talisman traffic. The Board agreed this would be a good idea.
Ron and Donna Wandell asked the Township to address the drainage issue in front of their house. The Board agreed to try digging a ditch when the weather permits to see if that helps the problem.
The minutes of the February meeting were approved.
The Secretary responded to these PA One Call Notices: Talisman removing temporary water line on Mountain Ave.; Tri-County Electric replacing utility poles on Mountain Ave.; on Carnwright Road; on Rathbone Lane and a pole and anchor on Sweeney Road;
Talisman installing temporary water lines on Fallbrook Road and on Manns Lane; Frontier replacing pole on Fallbrook Road; Talisman removing contaminated soil at 2509 Fallbrook Road

The Board agreed to send Matt Lee to the PA One Call Excavator Program.
Code Inc. gave a permit notification for a recreational cabin at 2731 Fallbrook Road
No representative from the Township will attend Floodplain Administration training, Dirt & Gravel ESM training or the COG Equipment Show on May 20th.
Supervisors Harris and Morgan will attend the Northern Tier RPDC annual meeting on April 17.
A Certificate of Approval was received from Code Inc. for Mig-nano property demolition
Information was received from Chesapeake for a well in Troy Township
The Township's Flood Plain Ordinance was forwarded to the Bradford County Planning Commission.
The Contract with American Drug and Alcohol Diagnostics was signed and returned
The Township responded to NTSWA regarding recycling activity and to Code Inspections Inc. regarding disposal of residential plans
Treasurer Gary Horning reported these balances: State fund, $944.53, State Fund money market, $8,792.95, Township fund, $5,087.71, Township Fund money market, $6,626.98, First Citizens CD, $84,091.75; Capital Reserve fund balance, $297,149.17 for a total of $402,693.09.
The Supervisors approve the Treasurer's report and voted to pay the bills.
Mr. Steve Harris reported on the COG meeting, where the discussion centered on updating the gas industry activities.
Mrs. Babcock said one Building & Driveway Permit was issued to James Ziegler for a recreational cabin on Cleveland Road
Road Foreman Steve Harris reported the roads are being plowed and cindered as needed and equipment repairs are being performed as required. He attended the Dirt and Gravel meeting with Supervisor Morgan.
Talisman representative David Whedbee reported that fracking has begun and will continue probably thru April. They have changed their truck delivery route from Mountain Avenue to coming up from Troy on Fallbrook Road. There will be flagmen at the top and bottom to control traffic. Talisman will be back in June or July to do the flow back work. Supervisors stressed to him that the Township expects the roads to be in as good or better condition upon Talisman’s departure after the fracking.
EMC Ken Krise reported he filled out some new contact information for the County.
Matt Riel of AES introduced a new employee, Eddie Legg, who will be alternating with him at the township meetings. Mr. Harris requested that AES look at a water drainage problem off of Swamp Road. Mr. Riel explained the decommissioning process and answered some questions regarding the wind generators.
Ron Wandell presented a quote for the Maintenance Bldg. Flag pole job. The Supervisors voted to accept his estimate of $855.46.
Supervisors Harris and Morgan will attend the Northern Tier Summit for Municipals Officials on March 25th
A Township newsletter was discussed. The Board requested the Secretary to have a draft for them to consider at the next meeting.
The board adopted the Hazard Mitigation Plan.
