The Board of Education for the Troy Area School District is deeply concerned about the potential for a strike by the district professional staff. We hold the same hope as the Union that this will be avoided by further negotiations.
The Board put great hopes in its and the Union’s joint request of May 8, 2015, for a fact finder from the PLRB. The fact finder worked hard on June 18th and 19th to work out not just a fact finding report but a potential agreement.
When the report arrived on June 29th, the fact-finder’s report included an objective mistake which the Union knew was a mistake. It was not a mistake which was a matter of interpretation or conjecture. It was an objective, verifiable error.
The Board was and is always willing to accept the fact finder’s report with that mistake corrected. The Board met in a public meeting on July 9th and had to reject the document as it contained the mistake.
In order to correct that mistake, the two parties met on August 3rd. At that time, it was discovered that there was an additional objective mathematical mistake in the salary tables prepared and presented by the Union. When the Board pointed out the objective, mathematical mistake, it was the Union which requested concessions not only to just fix the mistake by the fact finder, but also to fix the mistake by the Union representative.
The Board sincerely hopes the Union will accept the fact finder’s report as it was meant to be issued, with the correction, which represents real compromises for both sides. The Board is willing to meet anytime to discuss the adoption of the fact finder’s report with the correction.
